The Yearbook of the National Association is herewith presented to you -- a proud document of our growth, achievement, and vitality. It attests a lively and loving fellowship of persons and churches dedicat- ed to the free Church traditions in the nuclear age.

Let me suggest some uses you may make of this opus.

First, it offers a field day for statisticians! Information about the churches, their memberships, their financial involvements, and their leadership is openly available. Addresses, telephone numbers, and con- tacts are offered.

Secondly, let it serve as a source of fellowship. As members of your congregation move to another location help them to find the near- est church in our Association to their new home. Those who travel to distant parts of our great land may wish to go prepared with names of churches where they will be insured a warm welcome.

Thirdly, the Yearbook is a directory of prayers. Pray for the Association, its staff, its boards and commissions. Pray for the Churches and ministers and laity as they seek to serve. Pray for our common, yea uncommon, witness in and to the world.

Finally, this book serves as a silent witness to loving ties of Christian fellowship across the nation and around the world. The love is born not out of obligation, nor of necessity; it springs from a mutual- ity of faith and hope and friendship. The ties, indeed are loose and lovely bands of love.

THIS 1982-1983 YEARBOOK IS DEDICATED TO TRUDI EDWARDS IN RECOGNITION OF TWENTY YEARS OF LOYAL SERVICE AS BOOKKEEPER AND FINANCIAL SECRETARY

FROM THE EXECUTIVE SECRETARY

The program year which ended in Pittsburgh was a year of transi- tion in staff assignments. In the fall Erwin Britton concluded his distin- guished service as executive secretary, six years of constructive growth and development for our fellowship. Roberta Paetow was succeeded by the equally competent and dedicated Sharon Walls as Administrator, and in late spring Walter A. Boring arrived from Soquel, California, to become staff executive for missions and church development, plus some additional duties.

This 1982 -1983 Yearbook is dedicated to Mrs. W.S. (Trudi) Edwards, our bookkeeper and financial secretary, who has completed twenty years of faithful and skillful service in the management of our financial records; Trudi is well-known to a host of our people as one of the gracious ladies who staff the temporary NA office at each of our annual meetings.

Year by year our family of free churches continues to grow in numbers and in financial strength, for which we are grateful to God. The free church way is an attractive, viable and wholesome alternative to more structured responses to the demands and opportunities of the Christian faith in the remaining years of this century. We look ahead with quiet confidence and maintain an irenic spirit toward all our brothers and sisters in other communions.

THE DIVISIONS OF THE CORPORATION BUILDING AND LOAN FUND

The Building and Loan Fund was originally incorporated in April, 1959, (without stock and not for profit). In March, 1962 the incorporated Fund was dissolved and its assets were transferred to the corporation for the National Association with the Building and Loan Fund becoming a Division of the Corpora- tion.

Its purpose is to promote, encourage, assist, and in any manner aid the establish- ment, building, remodeling, maintenance, repair, location and/or relocation of Congregational Christian Churches which are members of or affiliated with the National Association of Congregational Christian Churches. It seeks and en- courages contributions from Churches and individuals so that it may extend assistance to an increasing number of Churches.

CONGREGATIONAL FOUNDATION FOR THEOLOGICAL STUDIES

Since 1961, the Congregational Foundation for Theological Studies has been providing counsel and financial grants to students preparing for a Christian voca- tion. The primary concern of this Division is to provide our local Churches with v^ell-trained pastoral leadership.

To date, 95 students have benefited from the counsel of the Dean, the assis- tance of an advisor and financial grants.

The Foundation's program is available to a well-qualified person determined to become a Minister, Director of Religious Education or some other kind of special Minister or Teacher.

To continue its mission, the Foundation is dependent upon the member Churches of the Association to provide several things:

1, Regular fiscal support.

2, Encouragement to young people in their parish to consider becoming a parish minister. Director of Religious Education or prepare for a special kind of ministry.

3. Provide the Dean with the names and addresses of persons showing such an interest.

THE MISSIONARY SOCIETY

A statement of purpose for the Missionary Society, a division of the Corporation for the National Association, appears in the By-laws of the Corporation as follows:

"To serve as the missionary agent of the churches of the National Association, and of such churches as desire its service; to receive, manage, and distribute such funds and properties as may be entrusted to it according to the ex- pressed wishes of the donors, or in the absence of such designation, by the vote of the division; to counsei with such Churches as call upon it in the area of their missionary concern; and generally to stimulate the spreading of the Gospel of Jesus Christ by such means as are in keeping with the basic principles of the Congregational Christian Churches as stated in the Articles of Association and By- laws of the National Association of Congregational Christian Churches of the United States. "

The activities of the Missionary Society are managed by up to twelve division members. All funds received are disbursed through the Treasurer of the National Association. Designation of gifts for specific missionary projects is faithfully com- plied with in the disbursement of funds.

Currently, the Missionary Society is supporting Congregationalism in many communities across our country, including churches in Alaska and Hawaii, together with mission work in thirteen foreign countries. A gradual increase in all major areas of interest and concern is to be expected.

A statement of purpose for the Congregational Church Development Division appears in the By-laws of the Corporation for the National Association as follows:

"To serve as the Agency of the National Association of Congregational Christian Churches in encouraging and sup- porting the organization and development of new Con- gregational Christian Churches by such methods and in such locations as the Division may determine appropriate after due study and survey; including response to the in- quiries of self-generating groups which may request counsel and support from the National Association for such a purpose".

The Division has the power to accept, accumulate, and expend funds designed for the above purposes, all funds being held in the name of the Corporation for the National Association. It elects its own officers, and reports semi-annually to the Executive Committee sitting as the Board of Directors of the Corporation. It has also assumed the promotion and administration of the Ten Dollar Club, as well as offering counsel and support to existing Congregational Churches with special problems.

COMMISSIONS OF THE NATIONAL ASSOCIATION

The Functions of the Commission

The Commissions of the National Association actually are extended sub- committees of the Executive Committee, charged with responsibilities in spe- cific areas of concern such as Christian Education, the Ministry, Communications, World Christian Relations, Spiritual Resources, Women, and Youth.

The Executive Committee designates a liaison representative to each Com- mission. Commission members are to be nominated by the Executive Committee and elected by the National Association, after nominations from the floor, for four year terms so that one-fourth of the membership changes each year. The Executive Committee also appoints the chairman of each Commission for a one- year term, after consultation with each Commission.

In practice, the Commissions are granted considerable autonomy in carrying out their responsibilities. They report all actions promptly to the Executive Committee, including recommendations for actions by the Executive Committee. Some of these recommendations require further action by the National Association at its Annual Meeting. In that case, they are reviewed by the Executive Committee, and its recommendations in turn are submitted at the Annual Meeting.

In the case of some of the older Commissions, records are not available on the enabling resolutions which originally brought them into existence, it has therefore been necessary to draft a current statement of their activities based on actual practice, as a matter of information to the membership of the National Association.

The Commissions normally meet twice a year; during the fall months and immediately before the Annual Meeting of the National Association. Seminars are planned by many of the Commissions in conjunction with the Annual Meeting of the National Association.

COMMISSION ON CHRISTIAN EDUCATION

The Commission on Christian Education was organized in 1957 to assist churches with their Christian Education programs and to help implement the progress of the Congregational Way.

Believing that our historical heritage embodies the basic principles of freedom and fellowship, the Commission devotes most of its efforts toward Heritage Materials designed for all ages. The Commission is also aware of the difficulty encountered by many churches in choosing a total curriculum and has provided charts and guides to aid each church in the evaluation and choice of curriculum materials suitable for its immediate needs.

It is our hope and prayer that through the influence of Christian Education the great freedoms of the Congregational Way will move forward to benefit all mankind and will inspire all to "stand fast in the liberty wherewith Christ has made us free."

COMMUNICATIONS COMMISSION

The Commission is charged with the responsibility of aiding and promoting ma- terials which will be of assistance to churches and individuals in their religious life and which will promote the work of the National Association.

The Commission is responsible for the publishing distribution and control of THE CONGREGATIONALIST magazine and UpDATE. It also prepares and dis- tributes to member churches, monthly bulletin inserts.

The Commission, when asked, will receive manuscripts for proposed publica- tions from individuals or Commissions, making editorial suggestions and seeking to integrate them into the program of the National Association.

The Commission will also initiate materials which would be helpful in promoting and interpreting the Christian way of life from the unique viewpoint of Congrega- tionalism.

The Commission is studying the best approach to the establishment of the Con- gregational Press as the publishing agency of the National Association.

COMMISSION ON THE MINISTRY

The basic responsibility of this Commission is the nurture of the Christian ministry in the churches of the National Association.

Working closely with the staff Secretary for Pastoral Relations, the Commission concerns itself with policy aspects of securing ministers and problems arising within the purview of his office. The Commission has been assigned the responsibility of overseeing the endorsement of ministers as chaplains in Federal government and other positions requiring such certification.

The Commission supervises grants of financial assistance to ministers, both active and retired, who face emergency financial crises. Commission members constitute the board of directors of the Hoerner Fund and supervise the distribution of gifts and grants to retired ministers and their surviving spouses.

Because of the shortage of fully trained ministers to serve small, low- budget churches, the Commission on the Ministry has encouraged local training programs for preparing Laymen to serve these churches in limited areas. A manual and other materials are available for a course in lay preaching from the Oak Creek office. The Commission is understandably concerned with recruiting young men and women to train for full time Christian service and, therefore, retains a liaison relationship with the Foundation for Theological Studies.

Always concerned with fostering traditional Congregationalism the Commission on the Ministry periodically distributes and recommends, when requested, material in the area of faith and order in the free church.

The Commission has inaugurated and has the responsibility for continuing the National Association Ministers' Convocation held the second week following Easter each year. A limited number of grants are distributed for individual attendance at seminars, workshops and other non-degree programs of study and enrichment.

The Commission has general oversight of recommended programs for the pro- tection, welfare and career development of ordained ministers in the National Association. Information on these can be obtained by writing to the Secretary for Pastoral Relations.

The Spiritual Resources Committee, which stemmed from a motion made at the Hartford Meeting in 1963, was raised to Commission status at the 1967 Annual Meeting at Carthage College in Kenosha, Wisconsin, and charged by that Annual Meeting as follows:

WOMEN'S COMMISSION

The objective of the Women's Commission is to further the work of the Kingdom of God by uniting the women of the Congregational Christian Churches in Christian Fellowship through programs of education, spiritual growth, and testi- mony expressed in stewardship and service. The Commission seeks to be a clearing house for ideas and methods found effective in promoting women's responsibilities in the local Churches and in the larger area of the nation and the world.

For assistance, helpful material is available upon request from the national office, P.O. Box 1620, Oak Creek, Wisconsin 53154. Among materials available are, program planning material for interesting programs, timely devotional readings, the Missions Directory as well as suggestions for hand work for missionary projects, and offering envelopes for the Women's Project. There is a slight charge for some of these materials to cover the cost of printing and mailing.

Each year, at the Annual Meeting of the National Association, the women select areas for our combined benevolences called the Women's Project. Each year our gifts have been larger and we hope for continued growth in our Women's Projects.

The Commission supports and encourages state and regional meetings of Congre- gational women and the formation where desired of statewide Congregational Women's Fellowships.

WORLD CHRISTIAN RELATIONS COMMISSION

The World Christian Relations Committee was brought into being at the Minneapolis meeting in 1962, and at Wichita in 1964 was given full Commission status.

In creating the Commission, the National Association charged it as follows:

"...The World Christian Re i at ions Commission shail be charged with the responsibiiity for matting effective witness to the Free Church Way in this country and around the world. It shall be the agency of the National Association of Congregational Christian Churches in initiating, imple- menting, sustaining and improving relations with all other established religious bodies in a spirit of fellowship."

The Commission is also charged with implementing our relationship to those agencies having a concern for Congregational Christian history and heritage. The vitally imperative obligation of making the Congregational voice heard in an ecclesiastical milieu where the presbyterial, episcopal, and papal claims are clear and insistent, rests with this Commission. The cause of Congrega- tionalism will not be served by timid isolation. With wisdom, persistence, and imagination we will cause the Congregational Way to be seen among men.

COMMISSION ON YOUTH

It is the purpose of the Youth Commission to offer local churches youth program resources and support so that the churches can provide opportunities for growth in the understanding of Christian life principles, for the development of a sense of responsible freedom, and for serving the cause of Christ through fellowship and service. The Youth Commission does not seek to provide a total program for the local church youth, rather, it seeks to support these groups and extend specific help when it is requested. In accord with this aim, the Commission engages in the continuing development of resource material for use by the churches.

Further, the Youth Commission seeks to provide opportunities for inter-group fellowship among young people through the National Association Pilgrim Fellow- ship and the Heritage of Pilgrim Endeavor (see below). An Annual. Assembly for NAFF and HOPE is held each summer in conjunction with the Annual Meeting of the National Association. The Assembly is an opportunity for sharing, growing, and learning for the youth of our churches.

Opportunities for service, which might otherwise be unavailable, are afforded through the Work Camps and Pilgrimages sponsored by the Youth Commission. These special programs are available to the High School and College young people of all National Association churches. Other projects, in this country and overseas, are sponsored as needs and opportunities arise.

PILGRIM FELLOWSHIP

The purpose of the National Association Pilgrim Fellowship is:

"To promote a free Christian way of life among tine youth of our country; to unite all Congregational young people in worship, fellowship and service; to develop the spiritual qualities and leadership of youth; to convey our ideas to the world in Christian action. "
